Webb County, Texas, awards contract to Landata Technologies Inc. for Landata e-STAR Plus™, an enhanced electronic document land management system

HOUSTON (Nov. xx, 2004) – Webb County, the sixth largest county in Texas, has awarded a contract to Landata Technologies Inc. for Landata e-STAR Plus, a comprehensive Solution for Total Automation of Records for county clerks and recorders.

“We have been working on this contract for more than a year, and I am pleased to have received our approval from the Commissioners Court and County Judge Louis Bruni,” said the Honorable Margie R. Ibarra, Webb County Clerk. “I had visited several counties statewide to investigate the Landata Technologies system and was impressed with the system that Landata Technologies had installed in Bexar County.

“Our old system was extremely outdated, with much of our work having to be done by hand,” said Ibarra. “We have seen how the e-STAR system enables better customer service. With the tremendous growth in our county, the ability for our employees to increase our recordings and handle them more quickly is very important for our taxpaying constituents.”

Laredo, the Webb County seat, is one of the fastest-growing cities in the nation. The county has a population of more than 200,000 and is 3,357 square miles in area. With a population of 500,000 in sister city Nuevo Laredo, Mexico, and its location along the Mexican border in the southern part of Texas, the area ranks first in truck traffic across the border, bolstered by NAFTA, the North American Free Trade Agreement.

“This has been a long process and we appreciate receiving the go-ahead on this project,” said Alan Cellura, president and chief executive officer, Landata Technologies. “In the two years this system has been successfully in use – and upgraded – we have seen incredible efficiencies in the Bexar County Clerk’s office and in other installations.

“Landata e-STAR Plus system provides a complete recordation system, with the ability to handle cashiering, document imaging, indexing and public access, in addition to e-recording,” added Cellura. “Webb County will implement e-recording with all their submitting title companies and is considering the data warehousing component of the system, which will enable both e-commerce and disaster recovery capabilities.”

The Webb County Clerk’s office is currently purchasing the equipment for the new system. The effective date for cutover is scheduled for __December_____ 2005.
